The phrase “n of m” is generally used to describe a portion of physical items, eg, 3 of 10 apples. By contrast, a value on a scale is better expressed using a fraction, percentage or simply a value (where the scale is known). Examples are the Richter scale for earthquakes, weather temperature, humidity percentage.
