Great idea, however it is almost an app in itself – it is significantly more complex than it sounds, but I’ll look into it.

It could possibly be done in the same manner as those parking cop apps - users report sightings of a cop in a location at a time. Other users can see reports made by other users.
In this case, it would be implementing a specified list to choose from (traffic accident, broken traffic light, hail, tree on road, power out etc.) and you report an item at a place and a time (instead of a traffic cop!)
Just a thought :)
